GIS ANALYST
Specialize in ESRI ArcGIS software and related applications to create and maintain data, maps, and web applications that serve both internal GIS District operations and provide information to the public. Design and produce map products, edit spatial data and associated attributes, and recommend appropriate reactionary strategies in response to geospatial analysis. Work under general supervision with moderate latitude for the use of initiative and independent judgment.
DUTIES and/or RESPONSIBILITIES: The following duties are typical for this position. Other duties may be necessary and assigned.
- Use the latest ESRI software to create, edit and display spatial data and its associated attribute data;
- Operate Windows based software, personal computers, plotters, scanners and printers;
- Work with project coordinators and senior GIS staff in development of GIS databases, which includes map production, data creation and editing, data correction, and quality assurance;
- Gather, analyze, and integrate and maintain spatial data from a variety of sources;
- Respond to mapping requests from staff, member agencies, and the general public;
- Produce complex maps and map products using GIS software;
- Coordinate addressing and road names with the E-911 system;
- Maintain property lot line work and associated data;
- Review new address requests, address changes, and street names;
- Design and create various web-based mapping applications;

KNOWLEDGE/SKILLS/ABILITIES:
- Must be skilled in the use of ESRI ArcGIS Pro, ArcGIS Online, and ArcGIS Enterprise to create, edit, and maintain spatial datasets;
- Knowledge of principles, techniques, and terminology of geodetic control, cartography, and geographic information systems;
- Read and interpret surveys, plats, and legal descriptions; read and comprehend maps, technical documents, instructions, and procedures;
- Ability to assign addresses using 911 emergency protocols;
- Ability to create and maintain a road network;
- Ability to analyze geospatial data and develop conclusions;
- Ability to adapt to changing GIS technology;
- Ability to operate GPS equipment and related peripherals;
- Must possess a valid driver’s license;
- Candidates must have excellent communication skills, adaptability, the ability to work independently and as part of a team, and the ability to meet deadlines and manage multiple assignments and projects;
- Ability to establish and maintain effective working relationships with employees within and outside the agency.

MINIMUM QUALIFICATIONS:
Education: Bachelor's degree in Geographic Information Science, Planning, Geography, Engineering, Computer Science, or a field related to the job. Four years of additional work experience or training may substitute for the degree requirement.
Experience: At least two years of experience with ESRI ArcGIS Pro, ArcGIS Online, ArcGIS Enterprise, and related software is required. The ideal candidate will also have experience with addressing, reading/interpreting legal descriptions and land records, creating web map applications, and experience with a local government or municipality.
